Will joined Burges Salmon as a partner in May 2003 having been a partner for five years with Bevan Brittan.

A chartered engineer and solicitor, Will has over twenty years infrastructure projects experience. He specialises in major construction and engineering projects procurement (including EPC, PFI, DBFO and BOOT) and the resolution/avoidance of complex disputes. Will has acted for the commercial and public sectors on domestic and international projects.

Whilst practising as an engineer, Will worked as a site agent for a national contractor, project engineer for a major consultant and project manager for a large privatised utility. This experience gives him hands on practical experience in the industry.

A Fellow of the Chartered Institute of Arbitrators, Will is also a practising Arbitrator and Adjudicator and has been appointed on over 30 occasions. He is a registered Adjudicator on the ICE, CIC and TeCSA panels and is also regularly appointed by the President of the Law Society.

Will is also a member of the Committee of the Technology and Construction Solicitors Association, a member of the Bristol TCC Users' Committee, a member of the Society of Construction Law and Adjudication Society and a Fellow of the Faculty of Building.

Will's recent disputes experience includes advising:

  • Facilities management contractor during the operational phase of a number of PFI contracts in secure accommodation, education and health sectors.
  • A specialist rail signalling contractor in High Court (TCC) proceedings relating to metro equipment development.
  • A steel manufacturer in pre action proceedings in relation to defective process equipment.
  • A wind farm developer in adjudication proceedings concerning defective wind farm installation.
  • Water utility in relation to a number of projects concerning defective design and installation of civil engineering works and process plant. 

Recent transactional experience includes:

  • Advising the developer (Helius Energy plc) on a number of renewable energy biomass power station projects.
  • Advising a German contractor (Hochtief AG) on the 500mw turbine installation contracts for Greater Gabbard Offshore wind farm project. 
  • Advising a design and construction contractor (Costain) on the Greater Manchester Waste PFI project.
  • Advising the developers of a number of onshore wind farms (including Energy4All and Nuon).
  • Advising car manufacturer (Nissan) in relation to the development of its standard construction and engineering purchasing terms.
  • Advising a number of developers on the procurement of renewable energy projects in the UK and Europe; particularly the biomass, biofuel and wind sectors.
  • Advising in respect of the development phases on a number of major UK PFI projects in the health, defence, central and local government sectors (including post operational variations).
  • Advising major corporate client on the procurement of a new food processing facility.
  • Advising LUL PPP Arbiter on procurement and dispute resolution issues.
