Simon joined Burges Salmon in 1989 from Allen and Overy.
He is a partner in the Commercial Department and was Head of Department from its formation through to May 2008.
Simon is heavily involved in transport, rail and regulatory sectors, with particular interests in commercial contracts, procurement, regulatory and competition issues.
Recent examples of work include:
- advising FirstGroup on its rail franchise bids for Great Western, GNThameslink, East Midlands, CrossCountry and InterCity East Coast
- advising First Capital Connect on the Thameslink Project, involving many aspects of a complex restructuring for the delivery of one of London's major infrastructure projects
- acting for ATOC representing train operators in connection with the regulatory review of the rail network code, aspects of the rail charges review, wider aspects of rail performance regimes, CrossRail compensation arrangements and the GSMR national rail mobile radio project
