Overview
Jacob is a director in the firm's projects team with wide experience of advising both public and private sector clients on a range of commercial matters. He has a particular focus on high value and complex infrastructure projects in the defence and transport sectors.
Experience
  • Advising the Ministry of Defence on the contractual arrangements with Boeing relating to the Airborne Warning and Control System Capability Sustainment Programme.
  • Advising Reading Borough Council in relation to its major children’s services transition project, externalising the Council’s embedded children’s services and contracting/outsourcing with a newly-formed corporate vehicle.
  • Advising the Ministry of Defence on the contractual arrangements with four industry partners (BAE Systems, Rolls-Royce, Leonardo and MBDA) governing the initial phase of the Tempest Programme, part of the Government’s Combat Air Strategy.
  • Advising Transport for Wales (TfW) and Welsh Ministers on the £5 billion franchise of the Wales and Border Rail Services and South Wales Metro.
  • Advising the Ministry of Defence on the contractual arrangements with BAE Systems, Rolls Royce and Babcock relating to the governance, design and construction of the Dreadnought Programme.
  • Advising West Midland Trains Limited (an Abellio, JRE and Matsui joint venture) on the procurement of new rolling stock and subsequent through-life support arrangements.
  • Advising Highways England on contractual arrangements in connection with the end of the Severn River Crossings concession.
  • Advising National Express Group plc in relation to a 10-year transport contract in Bahrain.
  • Advising the London Borough of Hounslow on financing of a 45-year housing infrastructure project.
  • Multiple secondments to National Express Group plc, advising on major international transport and infrastructure projects in the Middle East.
