Overview
Sarah is a practice development lawyer in the Planning and Compulsory Purchase team. She specialises in advising developers, landowners and public sector clients on large infrastructure and mixed use redevelopment schemes across the UK including the use of CPO powers. She is a Legal Associate of the RTPI and regularly speaks at industry events. She has been ranked as an ‘Associate to Watch’ in Chambers and Legal 500, described as "very switched-on and efficient.
Experience
  • Advising YTL Developments on its development of the Filton airfield site in South Gloucestershire comprising 2,750 homes, employment and commercial uses and the Bristol Arena involving a complex multi-developer structure and s106 agreement to deliver significant infrastructure and affordable housing;
  • Advising St Modwen on securing outline consent for a residential led mixed use scheme at Locking Parklands, part of the 6,200 house Weston Villages masterplan, comprising 1200 dwellings, employment, education and associated infrastructure including drafting the planning agreement and negotiating complex viability provisions;
  • Advising the Vale of White Horse Council in relation to the Grove Airfield and Crab Hill urban extensions  in Oxfordshire which aim to deliver 5,000+ homes including drafting and negotiating the planning and highway agreements and advising on the strategy for the management of open space and structure of sports facilities;
  • Advising the Greater London Authority on the business led mixed use regeneration of the Royal Albert Dock and Gallions Quarter, including negotiating the s.106 agreements and advising on highway dedication and access issues;
  • Advising the Environment Agency on the promotion of the CPO relating to the Oxford Flood Alleviation Scheme, including settling evidence for the inquiry and providing strategic advice on the acquisition of open space and exchange land, the relationship with the planning process and the acquisition strategy;
  • Advising Highways England on two applications for DCOs for two highway schemes in North Tyneside and Kent including drafting the DCO and explanatory memorandum, advising on the consenting strategy, compulsory acquisition and landowner negotiations, reviewing application documents, drafting written submissions, attending and undertaking advocacy at hearings.
