Overview

Simon has advised rail industry members on the full range of legal issues concerning the strategy, operation and development of the industry since privatisation in 1994.

He is a leading rail industry adviser with recognised expertise in policy, structural, regulatory and operational matters including access, licensing, European and UK regulation and franchising. He regularly advises on commercial contracts, procurement, rail disputes and competition issues.

Simon also advises on other transport sector issues.

Experience
  • Providing franchising advice from inception of the franchise model throughout the period to the revisions following the Brown Review including bids for Great Western, GNThameslink, East Midlands, CrossCountry, West Coast,  InterCity East Coast and TransPennine Express.
  • Advising First Capital Connect on the Thameslink Project and First Great Western in connection with IEP. Supporting on a range of new fleet procurements and existing fleet issues.
  • Acting for ATOC representing train operators in connection with the regulatory review of the rail network code, aspects of the rail charges review, wider aspects of rail performance regimes, CrossRail compensation arrangements and the GSMR national rail mobile radio project.
