Jennifer is a Senior Associate in the Projects Department. She joined Burges Salmon in 2011, specialising in providing commercial, pragmatic advice on day-to-day contractual and regulatory matters and major complex projects including outsourcing and asset procurement. She advises a range of clients in the public and private sectors, particularly in relation to defence and transport. Jennifer is also a qualified Legal Project Practitioner (IILPM).

  • Project lead advising on the outsourcing of business critical IT and HR services for a national building society. Our role was to provide external legal support (including document production) to their internal legal and commercial teams through a highly collaborative approach.
  • Working closely with in-house counsel and commercial teams on a wide range of commercial and regulatory matters during an eight month secondment to Lockheed Martin. Matters included technology licensing, asset procurement and services agreements.
  • Advising Ascent (a Babcock/Lockheed Martin JV) on the Rotary Wing package of the UK Military Flying Training System project, involving the provision of aircraft, infrastructure, ICT systems and simulators.
  • Advising a defence sector company on the competitive procurement and subsequent contract negotiations of outsourced HRO, HRIS and Payroll Services relating to the client’s businesses in multiple locations in the UK. Jennifer provided legal support on all aspects of the procurement process including selection and negotiation with preferred supplier, contract award and service transition. 
  • Advising Abellio on franchise issues including mobilisation of the Greater Anglia franchise and ongoing operational support, particularly in relation to rolling stock and commercial arrangements.
  • Advising the Department for Education on the creation of independent, not-for-profit companies that deliver children's social care services on behalf of Councils, pursuant to statutory Directions issued by the Secretary of State for Education.
  • Experience advising Department for Transport, TfL, Alstom, and First on a range of rolling stock leases, maintenance and support arrangements and finance.
