Rupert is a director in the projects team with wide experience of advising public and private sector clients on a full range of commercial matters. With a particular focus on high value and complex infrastructure projects in the transport (rail, bus and highways) and defence sectors, Rupert has a comprehensive understanding of all aspects of PPP/PFI arrangements, including:

  • negotiating key commercial contracts (including supply chain arrangements)
  • providing legal input into the development of technical specifications 
  • and managing the requirements of various stakeholders (lenders, regulators, sponsors and end users).
  • Advising Transport for Wales and Welsh Ministers on the £5 billion franchise of the Wales and Border Rail Services and South Wales Metro.
  • Advising Ascent (a joint venture between Babcock and Lockheed Martin) on its £2.3 billion procurement (on behalf of MoD) of fixed wing training aircraft, helicopters and other related infrastructure and equipment to support delivery of the UK Military Flying Training System. 
  • Advising FirstGroup on a range of rail and construction projects, including rails franchise bids for ScotRail and East Coast, mobilisation activities in preparation for running rail services on successful franchise bids, producing contracts for the construction of new stations and assisting in the management of major changes under existing contracts. 
  • Advising UKHO (United Kingdom Hydrographic Office) on the outsourcing of services to a private sector partner. 
  • Advising Alder Hey Children's Hospital NHS Trust PFI on its project for the construction of a new Children's Hospital.
