Overview
Sam is an Associate in the Projects team with experience advising a variety of Government Departments, private sector companies and funders on high-value, complex commercial and procurement projects in the public, technology, defence, healthcare, energy and wider infrastructure sectors. 

Sam works predominantly in regulated sectors for Government and other public sector clients. Sam has experience drafting and negotiation £multi-million commercial contracts, and providing procurement and contract management advice to Government departments, agencies and public bodies.  

Sam has been on secondment to both UK Government departments, and private energy companies. 
 
Experience
  • Advising the UK Ministry of Defence on the Design and Build of four nuclear-armed submarines, including the £multi-billion procurement of UK Defence supply chain resources for the build of the submarines. In addition, advising on the negotiation and drafting of various commercial contracts including advising on the various risk and performance issues. 
  • Advising a Central Government Department on the procurement and supply of provisions to domestic ‘extremely vulnerable individuals’ at the outbreak of the Covid-19 pandemic, including advice on short timescales with significant media interest.
  • A secondment to the GLD / Department of Health and Social Care, assisting on commercial and procurement advice relating to the Covid-19 logistics and testing. Advising on the application of procurement legislation to all stages of the procurement lifecycle, from invitation, dealing with challenges, to termination. Providing dispute resolution and settlement advice across contracts with supplier and poor performance issues.
  • Drafting and reviewing heat and supply agreements, and pre-contract services agreements on district heat networks for a Major European District Heat Developer.
  • A secondment to EDF Energy, advising on commercial matters including the decommissioning and maintenance of the UK’s nuclear power stations, providing commercial advice across the £multi-million EDF supply chain. Sam gained valuable energy sector experience including in the nuclear, oil and gas and renewable sectors.
