Tom joined the firm in 2022 as a solicitor in the Planning and Compulsory Purchase team, after qualifying into a planning and environmental law firm in New Zealand in 2019.
He practises all elements of planning and compulsory purchase law. He advises a diverse client portfolio on Development Consent Orders, Town and Country Planning Act matters, highways and street works issues, compliance and enforcement, compulsory purchase, Environmental Impact Assessments, and due diligence. He has extensive experience drafting and negotiating planning agreements, including landowner compensation agreements, collaboration agreements, protective provisions, side agreements, and Section 106 and Section 278 agreements.
Tom’s role is highly client-facing, frequently acting as the first point of contact and ensuring seamless collaboration across practice areas to deliver practical and effective advice.
Experience
- Progressive Energy: A member of the core planning team advising on the on consenting the HyNet DCO for a carbon dioxide pipeline cross-border between England and Wales, leading on protective provisions.
- National Highways: Advising on discrete matters regarding the implementation of the A417 ‘Missing Link’ DCO.
- Major energy company: Advising a major energy company in objecting to development consent orders in relation to projects in Humberside.
- Ciner Glass: Advising on the negotiation and completion of a detailed S106 Agreement.
- Prominent energy developer: Advising on the negotiation and completion of a S106 agreement with complex BNG provisions.
