Overview

Richard qualified as a director in the firm's projects team after having trained with Burges Salmon in 2013.

He has developed a broad range of experience working for both public and private sector clients on a range of commercial matters including:

  • outsourcing
  • major projects
  • procurement
  • technology and defence matters
  • and general contractual work. 

Richard specialises in the development and negotiation of contractual documentation and works closely with client teams to assist in achieving their objectives. Richard is also a member of the Procurement Lawyer Association.

 

Experience
  • Assisted the Bank of England with a wide range of commercial matters as well as providing procurement advice in relation to several of the bank's most high profile procurements during a six month secondment. Richard was working within the Corporate team in the bank's Legal Directorate. 
  • Advised a number of local authorities on the establishment of a separate "Teckal" company to be used to provide children's services on behalf of that local authority, including work with Sunderland City Council and Birmingham Children's Trust
  • Advised Affinity Water Limited on their regulated multi-lot procurement of service providers to assist with packages of works relating to the construction of High Speed 2. Also advised and assisted on a number of other procurement and contractual matters.
  • Provided Arts Council England with assistance to comprehensively review and update their procurement and contractual documentation and subsequently provided advice in relation to a strategically important and sensitive procurement using this updated documentation. 
  • Provided assistance to the Nuclear Decommissioning Authority with the multi-billion pound procurement for a decommissioning  partner to oversee operations at the Magnox and RSRL nuclear sites and subsequently provided assistance in relation to the defence of a procurement challenge made against the NDA. 
  • Advised the Ministry of Defence on their procurement of an outsourced search and rescue helicopter service operating from the Falkland Islands. Providing assistance to the client team in the preparation of contractual documentation and in negotiations with the preferred bidder. 
  • Advised Dŵr Cymru (Welsh Water) on the complex and extensive outsourcing of ICT services through a regulated competitive tender process.
