About

Lillian is a partner in our Projects practice and is experienced in advising on complex, high value infrastructure projects from all sides of the transaction, having advised a mix of sponsors, key supply chain members, funders and procuring authorities in the infrastructure sector, for more than 20 years.

Her experience encompasses projects under a number of different procurement models, including PFI, PPP, NPD and MIM procurement models and spans a range of sectors. Lillian’s experience is particularly strong in the social infrastructure sector, including health and education. Lillian deals primarily with the finance, corporate and project agreement aspects of transactions.

Many of the transactions Lillian has worked on have been innovative pathfinders in the relevant sector. For example, Lillian led advice on various different aspects of the Welsh Government’s Mutual Investment Model (“MIM”) programme. MIM is a distinct form of PPP used in the United Kingdom (Wales).

Experience

  • Welsh Government: Advising the procuring authority on the 21st Century Schools WEP Strategic Partnering Delivery Model procurement. Project value circa £1bn. This was a pathfinder project for the delivery of MIM projects in the education sector.
  • Velindre University NHS Trust: Advising the procuring authority on the Velindre Cancer Care Centre MIM Project, a key MIM pathfinder in the healthcare sector, project value circa £300m.
  • Welsh Government: Lead adviser to the Welsh Government on its Mutual Investment Model (“MIM”) programme. Lillian’s role included the successful development of a suite of standard form MIM documents.
  • Mitsubishi UFJ Financial Group (MUFG) and Helaba: Advising funders on the Irish Schools Bundle 5 Project.
  • Serco: Advising the FM provider on the Dumfries & Galloway Hospital NPD Project. Project value c£270m.
  • Forth Health: Advising the project company on the Forth Valley Royal Hospital PPP Project. At a project value of £330m this project was the largest of its kind to be completed as a PPP in Scotland at that time.
