About
Ian has been with the firm for over 30 years, and became a partner in 1999. He is widely considered a market leader in the nuclear power sector, and heads up the Nuclear and fusion team at Burges Salmon.
He chairs the Nuclear Industry Association’s Legal and Financial Affairs Working Group, and also acts as the UK representative on the board of the International Nuclear Law Association (INLA) with whom he has been actively involved since 1999. From January 2025, Ian became president of INLA.
An expert in the commercial arrangements surrounding nuclear projects and the field of nuclear regulation and international nuclear law – Ian has advised extensively on commercial arrangements in the nuclear sector around the world.
He is editor of ‘The Burges Salmon Guide to Nuclear Law’ first published in 2008 and now in its third edition (2025).
Ian is also a recognised expert in the law applicable to fusion energy and is a founding member of FELEX (the fusion industry legal expert group).
Ian was recognised by His Majesty The King in the 2026 Birthday Honours list when he was awarded an OBE for his services to the nuclear industry.
Experience
- The Nuclear Decommissioning Authority: Advising on multiple projects since its establishment in 2005.
- United Kingdom Atomic Energy Authority (CCFE): Advising since 2003 including most recently on STEP.
- Outside of the UK: Advising governments, NEPIOs and contractors on issues relating to new nuclear development in Europe, Asia, Canada, the Middle East and Africa including the drafting of national nuclear laws.
- Nuclear fuel cycle: Advising on contracts concerning the nuclear fuel cycle.
- EDF: Advising EDF as a panel firm since 2008.
- International nuclear liability: A recognised expert in international nuclear liability and its treatment in commercial contracts.
