He has more than 25 years’ experience advising promoters, developers, funders, utilities and large energy users on the development and financing of infrastructure projects, contractual arrangements and regulatory issues in the energy sector.

  • Advising the Department for Energy Security and Net Zero (DESNZ) on Route to Market aspects of the Heat Networks Transformation Programme for area-wide delivery of heat networks in heat network zones.
  • Advising Worthing Borough Council as promoter of an innovative evergreen corporate concession model for the delivery of an area-wide heat network serving Worthing.
  • Advising the Old Oak & Park Royal Development Corporation (OPDC) as promoter of a very large 5th generation (ambient loop) heat network which will use heat recovered from several large data centres to supply a range of public and private buildings within the 650+ hectare OPDC Area in west London.
  • Advising the Department for Energy Security and Net Zero (DESNZ) as the promoter of project SWAN, one of the most ambitious heat network opportunities in the UK.Located in the South Westminster area of London, the network(s) will supply low carbon heat to over 1,000 existing buildings, saving over 75,000 tonnes of CO2 per year.
  • Leading the team working with AECOM and Asteros Advisers on legal aspects of the Advanced Zoning Programme (AZP).
