About

Chris is a senior associate specialising in complex commercial contracts and high value infrastructure projects having advised both public and private sector clients in the infrastructure sector.

In particular, he has experience in social infrastructure projects including health and education. For example, Chris has advised on different aspects of accommodation projects procured using the Welsh Government’s Mutual Investment Model (“MIM”) and also has experience providing operational advice on PPP projects under different procurement models.

He also has experience advising on transport projects including rolling stock procurement, re-leasing of rolling stock and advice relating to concessionary travel schemes.

Experience

  • Velindre University NHS Trust: Advising the procuring authority on the Velindre Cancer Care Centre MIM Project, a key MIM pathfinder in the healthcare sector.
  • Welsh Government: Advising the procuring authority on the 21st Century Schools WEP Strategic Partnering Delivery Model procurement. This was a pathfinder project for the delivery of MIM projects in the education sector.
  • Advising a contractor on the delivery of energy efficiency improvements to a healthcare facility.
  • Advising a train operator on the procurement of new multi-mode rolling stock and the strategic advice on the renewal of rolling stock leases.
  • Advising a public sector body on the direct award of a National Rail contract.
  • Advising on concessionary travel schemes, including scheme drafting and negotiations with operators.
