About

David leads our rapidly growing Public Inquiries practice. He currently leads the firm’s appointment by the UK Covid-19 Public Inquiry, chaired by Baroness Heather Hallett. He also leads the firm’s engagement by the Omagh Bombing Inquiry.

Until 2024, he had been Head of the Disputes department for 14 years. Over his 34-year career he has represented an extensive range of clients in both the private and public sectors and helped them to navigate the legal and strategic challenges faced by their organisations. Working both throughout the UK and internationally he has a considerable breadth of experience in handling the wide range of complex and high value investigations, inquiries, litigation and arbitration faced by commercial organisations and public bodies.

Experience

  • Covid-19 Public Inquiry: Lead partner with responsibility for the legal representation of the Inquiry and leading the Inquiry’s investigations in Scotland, Northern Ireland and into the economic response to the Pandemic.
  • Omagh Bombing Inquiry: Lead partner with responsibility for the legal representation of the Inquiry.
  • Commercial Disputes: Long experience of conducting litigation and arbitration in the commercial arena.
  • Financial fraud and crime: Long experience in handling civil and criminal proceedings arising from fraud, including bribery and corruption, proceeds of crime and APP fraud.
