About

Gemma is a partner in the firm’s Dispute Resolution team. She is supported by our extensive dispute resolution practice.

She has an extensive background in public sector law and practice including experience of advising government departments directly on high profile and sensitive matters, using her insight into the workings and drivers of the public sector to work closely with stakeholders on patters of significant public importance.

Gemma has held a range of strategic roles in public inquiry work including: advising on and implementing documentary preservation, collection and review; witness support; developing and managing key policies and protocols for running an inquiry; and inquiry report drafting and review.

Experience

  • Public Law: Working for the Government Legal Department for over ten years on high-profile, complex policy and legal issues. This includes the drafting and passage of legislation, high profile judicial reviews and national security litigation.
  • EU Exit: Northern Ireland Office Lead lawyer advising on EU Exit and central part of the negotiating team. Led on novel and political democratic consent, rights, Belfast (Good Friday) Agreement and constitutional issues.
  • Public Inquiries: Conducting complex public inquiries including as Secretary to the Brook House Inquiry, which investigated mistreatment of individuals detained at Brook House immigration removal centre.
  • Leading the key Core Participant team to one of the largest statutory inquiries.
