Sam is a senior associate in our transport team, specialising in regulatory and commercial matters in the rail sector.
Experience
- Rail reform: advising public and private sector clients in connection with the ongoing rail reform programme.
- Fares & ticketing: advising RDG, public and private sector stakeholders regarding the Ticketing & Settlement Agreement and associated arrangements.
- Access arrangements: drafting and negotiating bespoke regulated track and depot access arrangements and unregulated commercial arrangements in relation to network facilities.
- Rolling stock transactions: supporting various public and private sector operators on a range of rolling stock related matters, including drafting and negotiating leases, manufacture & supply agreements and maintenance agreements.
- DfTO Secondment: a six-month secondment in the role of Senior Legal Counsel for the DfTO legal team, supporting the GC and senior leadership team on a broad range of matters, including the transition from private sector to public ownership.
- ORR: Working alongside Frontier Economics to support the Office of Rail and Road in its review of the access charging framework.
