AI Regulations for the UK? AI Regulation (Bill) re-introduced

The AI Regulation (Bill) has been re-introduced to the House of Lords following last year's general election and change of government. 

The Bill remains the same as when it was first introduced by Lord Holmes in November 2023 - for an overview of what the Bill covers, see our summary here.  That Bill then received its first and second reading in the House of Lords with various issues, risks and, most significantly, praise being voiced (see our summary here).

Relatively few private member bills in the House of Lords become law.  In any event, they will need to go through the House of Commons and consequently are subject to change. However, they do reflect potential political direction and help shape the debate.  To help boost that, Lord Holmes has published an AI Regulation report (here) which:

  • explains that: "The UK urgently needs an approach to AI that puts humans in charge and humanity at the heart. It can, and must, be pro-innovation, pro-investment, pro-consumer, pro-creative, pro-citizen rights."
  • identifies 8 sets of circumstances which Lord Holmes argues warrant regulatory intervention for risks posed by AI, and the parts of the Bill that would address those risks. 

For context, the Bill is different to:

  • potential AI regulation that may be proposed by UK government, for which there have been public statements suggesting it is being prepared but for which we are awaiting a formal public announcement and consultation; and
  • other AI regulation bills in the House of Lords, such as the Public Authority Algorithmic and Automated Decision-Making Systems Bill (see our summary here).
