In its recently released report –"Rail Reform: A Guided Mind" – the All-Party Parliamentary Rail Group reviewed alternative structures for passengers and freight operators with the objective of improving the flow of traffic, competition, customer service and creating new markets.

The All-Party Parliamentary Rail Group – chaired by Martin Vickers MP - delivered its report to the Rail Minister, Chris Heaton-Harris MP for consideration alongside the conclusions of the Williams Review. 

The inquiry took place in June and July 2019, with contributions from Arriva Trains UK, FirstGroup, Jonathan Tyler, the Office for Rail and Road, Network Rail, the Rail Delivery Group, the Rail Freight Group and the Urban Transport Group. Burges Salmon assisted the APPRG with clerking the evidence sessions and drafting the Report.
