About

Chloe is a partner in Burges Salmon’s Dispute Resolution practice and a member of the firm’s top-tier transport team. She is recognised by Chambers and Legal 500 as a leading lawyer in the UK in aviation disputes and regulatory matters.

Chloe represents airlines and travel companies, aircraft lessors and lessees, OEMs, MROs and insurers in cross-border commercial disputes, regulatory enforcement action, and judicial reviews and inquiries before the UK courts.

She also supports clients by providing focused advice on commercial and UK, EU and international regulatory matters including airline licensing, airport services agreements, airport slots, aircraft leasing, ground handling and passenger rights, and UK and EU consumer and travel law.

Chloe frequently speaks on air law and diversity topics at industry events including those organised by ICAO, IATA, the European Air Law Association and the Royal Aeronautical Society. She is a published academic on aircraft accident investigation and a guest lecturer on air law for the LLM programme at Leiden University, Netherlands.

Chloe joined Burges Salmon in 2025 having trained and practiced for nearly 20 years at several international law firms in London.

Experience

  • Competition claim: Acting for a leading European airline in English High Court proceedings brought by an online travel agent claiming anti-competitive behaviour.
  • Aircraft sale dispute: Defending an Asian flag carrier in proceedings in the English Commercial Court and Court of Appeal arising from allegations of bribery relating to an aircraft sale.
  • Judicial review: Acting for a leading European airline in a successful judicial review of a decision of the UK Civil Aviation Authority (CAA) concerning alternative dispute resolution of airline passenger claims.
  • Aircraft leasing: Representing a European airline in a redelivery dispute in the English Commercial Court.
  • Airport dispute: Defending a UK low-cost airline in quantum proceedings in the English High Court concerning the early withdrawal of two based aircraft from a UK airport.
  • Regulatory advice: Advising on a wide range of aspects including the ATOL Regulations, Package Travel Regulations, EU/UK Regulation 261/2004, Montreal Convention 1999, carrier fines, ownership and control, and disruptive passengers.
