About

Chris is a partner in our Sustainable Transport team, and head of the firm’s Rail practice.

He has a broad transport practice, acting on both regulatory and transactional matters. He acts for transport operators, financiers, industry bodies and governments on a range of matters including rolling stock finance and leasing, financing of rail infrastructure, rail ticketing issues and bus finance and leasing. His knowledge of the regulatory environment and the wider sector enables him to provide pragmatic, commercially focused advice on a wide range of transport projects.

Prior to joining Burges Salmon, he gained significant in-house experience at the Office of Rail and Road, and Transport UK.

Chris is ranked in both Chambers and the Legal 500 for his work in the transport and and transport finance sectors.

Experience

  • Rock Road: Advising on its innovative c.£100 million EV bus funding platform and related leasing arrangements.
  • West Midlands Trains Limited: Advising on the c. £150 million financing of upgrades to Tyseley and Bletchley rail depots.
  • Transport for Wales: Advising on its new fleet introduction programme and a range of rolling stock and other operational issues.
  • Train operators and rail industry bodies: Advising on a range of issues relating to rail ticketing and the ticketing and settlement agreement.
  • Rock Rail East Midlands PLC: Advising on the c.£400 million procurement of new rolling stock for the East Midlands Franchise.
  • Transport UK Group: Advising on a range of rolling stock issues for West Midlands Trains and Greater Anglia.
