About

Laura is a partner in our Projects team and has extensive experience advising on the design and implementation of high-value, complex and politically sensitive major projects, with a particular focus on public procurement issues.

Her experience includes drafting and negotiating commercial contracts, developing procurement strategies and tender documents and advising on procurement risks and mitigations during the contract term (including in relation to changes and termination). She has also advised a range of clients engaged in High Court procurement litigation and alternative forms of dispute resolution, giving her significant experience in identifying, managing and mitigating challenge risk. Laura is also a regular speaker/contributor on public procurement reform, including for the Institute for Government.

She has an LLM (Distinction) in Public Procurement Law and Policy and has been ranked by Chambers & Partners UK for 10+ years. She is also recognised as a leading lawyer in the field of Government Contracts by Who’s Who Legal.

Experience

  • Ministry of Defence: Advising on a broad range of complex and innovative projects, including the £2 billion+ procurement of training services for the Armed Forces.
  • Transport for London/Greater London Authority: Advising on a range of procurements across the energy, transport and development sectors, as well as procurement disputes relating to the delivery of critical services.
  • Translink: Advising on the procurement of a master developer for the £300 million+ Weavers Cross redevelopment in Belfast (the largest transport development ever undertaken in NI). This project was Highly Commended at The Lawyer Awards 2024.
  • Government Legal Department: Seconded to GLD’s specialist Covid Cell to lead the legal team responsible for implementation of the Covid-19 mass testing programme.
  • Foreign, Commonwealth & Development Office: Advising on the flagship procurement of a dynamic purchasing system for facilities management services across the FCDO’s global estate and subsequent competitions for Asia Pacific, Europe and the UK.
  • Government Property Agency: Advising on the Workplace Services Transformation Programme, a large, complex, multi-lot procurement for the delivery of facilities management services across the government’s estate.
