Overview

Lloyd is a partner in the firm’s construction and engineering team and is experienced in infrastructure and energy/renewables including waste to energy, biomass, wind, solar, marine (wave and tidal) and nuclear projects. He regularly speaks at infrastructure and energy conferences across the UK on matters associated with construction and on wider project experiences.

Lloyd advises all stakeholders including funders/investors, developers and contractors across a range of projects including complicated, bespoke and/or international structures.

He also specialises in PFI/PPP and infrastructure projects; standard form contracts (including, among others FIDIC, NEC, IChemE and LOGIC); reviewing and drafting project specific documents such as bonds and parent company guarantees; and consultancy/professional team appointments and collateral warranties.

Experience
  • Advising developers and funders on a series of significant (including award winning) waste to energy and biomass (government accredited) schemes.  These projects have deployed a variety of EPC and multi-contract solutions as well as operational and maintenance contracts and achieved financial close via a variety of funding structures (including project finance, equity investment and corporate/"balance sheet" funding).
  • Advising MeyGen in connection with its ground breaking, award winning offshore (tidal) energy project in Pentland Firth, Scotland. The project is the largest of its kind in the world and Burges Salmon advised across all matters including vessel procurement, offshore installation and all other construction packages.
  • Advising in connection with a significant new nuclear build project.
  • Advising a contractor/JV on the delivery of a £1 billion+ highways project in South Wales.
  • Advising in connection with the negotiation and deployment of a significant international defence contract across Saudi Arabia.
  • Advising Costain Limited as EPC Contractor on the Greater Manchester Waste PFI project. Europe's largest waste management scheme included the development of 44 facilities across Greater Manchester.
  • Advising Wave Hub in connection with the exploitation and maintenance of its facilities for the testing of wave power technologies.
  • Advising public sector authorities (including Devon, Gwynedd and Isle of Wight councils) in connection with a series of energy and waste management related PFIs/PPPs.
