About

Lloyd is a dispute resolution lawyer specialising in complex systems, decision-making and risk, often in high-pressure environments, with a particular focus on procurement law (including procurement litigation), health & safety (in particular complex system failures), and transport (including complex systems risks and contract issues).

His specialisms most recently required him to lead a team acting for a Core Participant in one of the largest statutory inquiries. He has also taken a central role in a number of high profile procurement litigation cases, advising both authorities and bidders on compliance and risk mitigation issues, as well as urgent challenges brought on technical matters in short timescales. During the pandemic, Lloyd designed an award winning distressed contracts toolkit app, providing self-help to customers and suppliers seeking to systemise assessment of their distressed contracts.

Lloyd has a strong background in general commercial litigation, acting for large organisations in high-profile and sensitive cases. He is experienced in all stages of litigation and alternative dispute resolution, and is regularly engaged in complex contractual management issues.

Experience

  • Atos IT Services: Advising on its successful legal challenge to the award of the Met Office contract for the UK’s largest meteorological supercomputer.
  • FirstGroup plc: Including acting as ‘silver lead’ for Avanti (First Trenitalia West Coast), a wholly successful Interested Party in the Rail Franchising Litigation.
  • Department of Health & Social Care: Non-contentious advice on a £ multi-billion procurement of Covid-19 lateral flow tests, including leading on the drafting of several of the framework agreements and a dynamic purchasing system.
  • NDA: Acting as a module lead as part of the team advising on the defence on its procurement of a new PBO for the decommissioning of the Magnox nuclear estimate.
  • Inquiries and Inquests: ‘Phase Leader’ for a Core Participant in one of the largest statutory inquiries, also advising and representing train operators in relation to passenger fatalities and deaths at work, during investigations, prosecutions and inquests.
  • In House: Working for a major transport provider in-house for a year, advising on a range of non-contentious and disputed matters (primarily non-contentious, commercial, contractual and/or risk issues).
