Richard is a Director working in our Projects Department with expertise in complex commercial contracts and public procurement. He has extensive experience working for a wide range of public and private sector clients, with a particular specialism in public sector contracting in Defence.
He trained with Burges Salmon (joining as a trainee solicitor in 2011 and qualifying in 2013) and is now a respected, senior member of the Projects Department. His complementary expertise in procurement and complex contracting makes him ideally placed to efficiently advise clients with a need for support in both areas.
Richard is a member of the Procurement Lawyers Association, and regularly delivers training to public and private sector clients on compliance with public procurement legislation.
Experience
- Ministry of Defence: Advising on a number of complex and high value projects inc. nationally significant requirements for the SKYNET military communications satellite programme and the UK submarine enterprise.
- Foreign, Commonwealth & Development Office: Advising on a range of regulated procurements including strategically critical new frameworks used to deliver high value programmes globally.
- Bank of England: Spent 6 months on secondment at the Bank of England as part of the legal directorate and continues to advise on a range of commercial and procurement matters.
- Department of Health & Social Care & the Vaccine Taskforce: Supported a number of high profile procurements, several of which related to time critical support to the Government’s COVID-19 pandemic response.
- Nuclear Decommissioning Authority and Nuclear Waste Services: Advising on multiple high value and complex procurements and commercial advice on management of critical service contracts.
- Reading Borough Council: Extensive support in developing arrangements to deliver children’s social care and education support functions through a wholly owned subsidiary.
