Tom is an associate in the firms Projects team, specialising in public procurement across the energy, transport, healthcare and defence sectors. He advises both public sector clients, including central and local government bodies and statutory authorities and private sector organisations on commercial contracts, procurement strategy, risk management and the development of tender and contractual documentation.

Tom’s work is particularly focused on renewable energy and infrastructure projects, where he supports clients in navigating complex regulatory frameworks and delivering commercially robust outcomes. He has advised on open procedures, competitive flexible procedures, and direct awards, and has experience managing procurement risk across the lifecycle of major public contracts. His approach combines technical precision with a clear understanding of the commercial and operational drivers behind public sector decision-making.

  • Defence sector client: Drafting and negotiating sub-contracts to support the delivery of a multi-million pound RAF training programme for mission aircrew trainees.
  • UK Government department: Advising on procurement strategy and documentation for sensitive public sector contracts relating to accommodation and support services.
  • Community Interest Company: Advising on grid sharing and power purchase agreements for co-located wind and solar assets connecting to shared grid infrastructure.
