Tom is an associate in the firms Projects team, specialising in public procurement across the energy, transport, healthcare and defence sectors. He advises both public sector clients, including central and local government bodies and statutory authorities and private sector organisations on commercial contracts, procurement strategy, risk management and the development of tender and contractual documentation.
Tom’s work is particularly focused on renewable energy and infrastructure projects, where he supports clients in navigating complex regulatory frameworks and delivering commercially robust outcomes. He has advised on open procedures, competitive flexible procedures, and direct awards, and has experience managing procurement risk across the lifecycle of major public contracts. His approach combines technical precision with a clear understanding of the commercial and operational drivers behind public sector decision-making.
Experience
- Public sector transport authority: Advising on procurement and contractual strategy and documentation for a procurement to identify and select a developer to deliver solar power via private wire PPAs to underground rail infrastructure.
- Cayman Islands Government: Advising on contractual arrangements for a waste treatment solution, including energy-from-waste facility development and landfill remediation.
- Defence sector client: Drafting and negotiating sub-contracts to support the delivery of a multi-million pound RAF training programme for mission aircrew trainees.
- UK Government department: Advising on procurement strategy and documentation for sensitive public sector contracts relating to accommodation and support services.
- Community Interest Company: Advising on grid sharing and power purchase agreements for co-located wind and solar assets connecting to shared grid infrastructure.
- Legal Due Diligence: Undertaking contractual due diligence for investors across the energy, environment and healthcare sectors, reviewing contractual arrangements and reporting on key legal issues.
