About

Zac is a solicitor in the firm’s Dispute Resolution team. He has broad experience across a range of public sector and regulatory matters with a particular focus on procurement challenges, public inquiries, investigations and regulatory disputes. He is supported by our extensive Dispute Resolution practice with a proven track record in the highest-profile cases and cross-border, multi-sector expertise.

Zac has experience on acting on behalf of both core participants and on behalf of an inquiry in large statutory public inquiry proceedings and has broad specialism across a range of complex structural, disclosure and governance relating issues.

Alongside his focus on public sector inquiries, he also has experience and a background in general commercial litigation, public procurement (claimant and defendant) and sports regulatory matters.

Experience

  • UK Covid-19 public inquiry: Assisting on behalf of the Solicitor to the Inquiry on Module 3 of the Covid Inquiry (Impact of Covid-19 pandemic on healthcare systems in the four nations of the UK).
  • Post Office Horizon IT inquiry: Acting on behalf of the Post Office in relation to the ongoing Post Office Horizon IT Inquiry across Modules 5, 6 and 7. Leading on and supporting on complex and large scale disclosure exercises and governance reviews.
  • Bidders and authorities: Acting on a number of procurement challenges for bidders and authorities, including central government departments and global companies, across many sectors including technology, transport and healthcare.
  • Advising public sector clients on risks and mitigation strategies in relation to issues of procurement and regulatory law.
