Unless changes are made during the passage through the House of Commons, the Regulator's new powers to impose criminal and civil sanctions will come into effect shortly.

Based on the precedent for previous Regulator powers, it's likely that the civil sanctions will have a degree of retrospective application.  This is especially relevant for those businesses hit during the covid-19 pandemic that are seeking to restructure now.

Despite an anticipated delay in the Pension Schemes Bill being debated in the House of Commons, Guy Opperman has confirmed he fully expects it to be law by the end of 2020.
