Ban on upwards only rent reviews moves one step closer

The English Devolution and Community Empowerment Bill, containing provisions which will ban upwards only rent review (UORR) provisions in business leases, has passed through the House of Commons on its legislative journey and now enters the House of Lords. 

The report stage and third reading in the Commons yielded no further changes to the UORR measures, so they remain in the form discussed in our previous blog post.  Whilst an amendment was tabled to remove the UORR provisions from the Bill entirely, it was not passed. 

Going forward, having had the formality of its first reading in the Lords today, the Bill's second reading is scheduled for 8 December. Given the detail contained in the Bill on a wide range of topics, it seems to be progressing very quickly indeed.

English Devolution and Community Empowerment Bill First reading took place on 27 November. This stage is a formality that signals the start of the bill's journey through the Lords the bill's journey through the Lords.
