We have advised waste management company CIRQLR on all eight of its acquisitions, paving the way for the creation of an integrated network of regional recycling operators spanning from the East of England, the South-Coast all the way to the Humber. The deals transform CIRQLR into a £150 million turnover business, able to handle 600,000 tonnes of materials across its 19 recycling facilities.
In the past two years, Cox Group, KP Waste, Eco, Select, Ellgia, Wilrose and Castle Environmental all joined CIRQLR, and on 31st March 2025, Chambers Waste Management became the latest leading regional recycling firm to be part of the network, strengthening CIRQLR’s coverage in the South-East and the Home Counties.
Burges Salmon was instrumental in supporting CIRQLR through its ambitious transformational plans, with the firm’s Energy and Utilities sector group advising on all eight acquisitions of operational waste treatments and processing businesses. Led by partner Jonathan Eves and senior associate Rebecca Brown, alongside partner Nick Churchward and senior associate Greg Fearn, a cross-disciplinary Burges Salmon team, with the knowledge and experience of waste and resource management and wider circular economy projects, expertly guided CIRQLR through the acquisition and due diligence process for each of the transactions.
Burges Salmon’s Waste and Circular Economy team leverages extensive expertise in environmental law and energy project infrastructure to advise on various waste streams and regulatory issues across the UK. The team collaborates with funders, investors, service providers, customers, and waste producers to ensure regulatory compliance and support the development, financing, and operation of waste and resource management facilities.
“In what is an ever-changing landscape, we’re proud to be working with CIRQLR to help them navigate the challenges, seize the opportunities and advance its mission of ‘giving waste a second life.”
Jonathan Eves, Partner – Burges Salmon
