Burges Salmon advises RWE on development consent for Dogger Bank South Offshore Wind Farms

We have advised RWE on the successful grant of a Development Consent Order (DCO) for the Dogger Bank South Offshore Wind Farms (DBS), consisting of two nationally significant infrastructure projects located in the North Sea.

The DBS project comprises two offshore wind farms, DBS East and DBS West, and associated offshore and onshore infrastructure, including offshore and onshore electrical cables, offshore and onshore converter stations and connections to the National Grid. The sites are located more than 100 kilometres off the north‑east coast of England in an area of the North Sea known as Dogger Bank.

The project is being developed by RWE and Masdar. Together, DBS East and DBS West have a combined planned generating capacity of up to 3GW, with the potential to provide enough low‑carbon electricity to meet the average annual domestic electricity needs of around 3 million UK homes.

We advised on the promotion of the DCO application and related consenting matters. The team was led by Jen Ashwell and Julian Boswall, with support from Leticia Mandra, Maelor James and Hermione Kemp from the Planning and Compulsory Purchase team.

The grant of development consent for the projects builds on the success achieved in Allocation Round 7, where Contracts for Difference (CfDs) were awarded to both DBS East and West. These key steps will enable the projects to make a significant contribution to the Government’s ambitious low carbon generation targets.
