About

Julian is a market leader in consenting major infrastructure projects in the energy and transport sectors.

He has a particular specialism in DCOs for Nationally Significant Infrastructure Projects (NSIPs) under the Planning Act 2008, having advised the promoters of numerous projects from the start of the regime. He advises on consenting strategy including complex EIA, Habitats and compulsory purchase issues. He appears as advocate at hearings and inquiries.

He sits on the Board of the National Infrastructure Planning Association (NIPA) and is Vice Chair of the RenewableUK Offshore Consents and Licensing Group.

Experience

  • BayWa: Advising on the NSIP application for Oaklands solar park and related grid connection in Derbyshire.
  • Equinor: Advising on pioneering joint NSIP for 950MW Sheringham Shoal and Dudgeon Extension offshore wind farms, with integrated grid connection options.
  • Orsted: Advising on the Salamander floating offshore wind farm off Aberdeenshire.
  • National Highways: Advising on A417 Missing Link in Gloucestershire, winner of the NIPA project of the year award 2023/24.
  • Progressive Energy: Advising on DCO for 37km England-Wales cross border HyNet pipeline for CO2 derived from blue hydrogen production and industrial carbon capture.
  • Statera Energy: Advising on Loch Kemp 600MW section 36 pumped hydro scheme and Kintore green hydrogen production scheme.
