We have advised Bute Energy on the financing of its 93.8MW Twyn Hywel Energy Park in south Wales. The project represents a significant milestone for Bute Energy as it progresses its first onshore wind development into construction, supported by a £160 million project financing arrangement with Lloyds and Rabobank.

Located near Caerphilly, Twyn Hywel Energy Park is expected to generate up to 93.8MW of renewable energy, forming part of a broader pipeline of onshore wind projects across Wales. The development will play a role in supporting the UK and Welsh Governments’ renewable energy ambitions, with construction commencing in 2026 and the project anticipated to be operational by the end of 2027.

The firm advised Bute Energy on securing planning permission and common land consent for the project and was part of the wider legal advisory team to secure financial close. The firm continues to advise on the discharge of conditions and steps needed to implement the planning permission and construct the project, and also advised on the project’s construction documentation, including the balance of plant contracts, project team, design appointments and investigatory works. The team was led by Cathryn Tracey and Lloyd James.

“This is a landmark acquisition for Balaena, securing a portfolio of strategically important UK shipyards with strong operational heritage and future potential. It has been a pleasure to support the Balaena team on a complex and multi-faceted transaction which has created a strong platform for future, long-term growth in a sector which is key to the UK’s Industrial Strategy“Reaching financial close and moving into construction marks a pivotal stage for this project and for Bute Energy’s wider development pipeline. The construction of Twyn Hywel Energy Park marks reflects the continued momentum behind onshore wind as a key component of the UK’s energy transition, and it has been a pleasure to support longstanding client Bute Energy on a project of this scale and significance.”

Cathryn Tracey, Partner

“Securing financing for Twyn Hywel Energy Park is an important milestone for our business as we bring forward our first project into construction. The support of Burges Salmon has been instrumental in reaching this point, and we look forward to delivering a project that will contribute to Wales’ renewable energy ambitions and support local communities.”

Martin Chown, Chief Executive Officer at Bute Energy

As one of the first commercial-scale onshore wind projects in Wales to enter construction in recent years, Twyn Hywel Energy Park highlights the renewed pace of activity across the sector. The project also signals the role that coordinated investment and delivery models can play in progressing complex infrastructure schemes from development through to execution.
