Overview

Julian is a market leader in consenting major infrastructure projects in the energy, water and transport sectors.

He has a particular specialism in Nationally Significant Infrastructure Projects (NSIPs) under the Planning Act 2008, having advised the promoters of numerous projects from the start of the regime. He advises on consenting strategy including complex EIA, Habitats and compulsory purchase issues. He appears as advocate at hearings and inquiries. He also advises host local authorities.

He sits on the Board of the National Infrastructure Planning Association (NIPA) and is a member (and former Chair) of the RenewableUK Offshore Consents and Licensing Group. Julian is qualified in England & Wales and Scotland.

 
Experience
  • Acting for Equinor on the joint NSIP application for Sheringham Shoal and Dudgeon Extension offshore wind farms.
  • Acting for BlueGem (Simply Blue/Total) on the Erebus floating offshore wind farm off Pembrokeshire.
  • Acting for BayWa on the NSIP application for Oaklands solar park in Derbyshire.
  • Advising Progressive Energy on the NSIP application for the HyNet pipeline for CO2 derived from blue hydrogen production and industrial capture.
  • Advising two water undertakers on water transfer NSIP schemes.
  • Advising Statera Energy on the Thurrock Power 600MW flexible gas and 150MW battery NSIP scheme at Tilbury.
  • Advising Seagreen (SSE & Fluor) on all consents for 1,050MW Projects Alpha and Bravo in Firth of Forth and on related Electricity Act CPO. 
  • Advising Department for Transport on some of its DCO decisions in relation to strategic rail freight terminals, rail, airports and (non-National Highways) road schemes.
