About

Liz is a senior associate in the Planning and Compulsory Purchase team. She is an experienced development and regeneration lawyer, who has worked both in private practice and the public sector.

Her practice includes advising on all aspects of compulsory purchase, planning and highways law and she also supports clients with planning appeals and judicial review claims.

Liz is a member of the Compulsory Purchase Association and provides multi-disciplinary advice and guidance from the drawing up of proposals through to confirmation and vesting, agreeing voluntary agreements in parallel. She has experience advising both on promoting and objecting to CPO and also in promoting DCO schemes, including advising on land rights, appropriation and compensation issues.

Through her work in local government, Liz has extensive knowledge of constitutional and governance procedures and she utilises her understanding of policy and the political backdrop to achieve positive outcomes, advising on practical, legal and strategic considerations.

Experience

  • Severn Trent Water: Advising on the promotion of several CPOs seeking land and land rights for water storage increases and upgrades, including on planning and highways matters, assisting with strategy and programme for land assembly.
  • North Somerset Council: Supporting the Council in settling voluntary agreements and compensation with affected landowners and advising as regards implementation of powers.
  • London Borough of Enfield: Acting as lead on the Meridian Water CPO for SIW to facilitate the Council’s £6 billion 25-year regeneration project. Successfully securing voluntary agreements, advising on CPO, planning and highways issues.
  • Compulsory Purchase Projects: Representing a range of acquiring authorities and objectors on CPOs. Successfully dealing with settlement of compensation claims, including references to the Upper Tribunal (Lands Chamber).
  • Nationally Significant Infrastructure Projects: Assisting promoters of energy, infrastructure and transport DCO schemes in the preparation, application and examination process along with the implementation of powers post consent.
  • Various LPAs, developers and funders: Supporting clients on a range of planning applications, including phased developments of mixed-use, housing, commercial and industrial schemes. Negotiating planning and highways agreements, plus variations.
