UK Government call for evidence: physical corporate PPAs and private wire PPAs

On Friday 9th January, the UK Government launched an open call for evidence (CfE) on “Corporate Power Purchase Agreements” (CPPAs) as part of its Clean Energy Superpower mission and as promised in the December 2025 Modern Industrial Strategy (MIS). The CfE can be found here.

The call focuses on sleeved and unsleeved physical CPPAs and onsite/private wire arrangements but excludes virtual/synthetic CPPAs and PPAs with utilities/licensed suppliers.  Government is seeking views from large electricity users, generators, investors, suppliers and intermediaries on barriers to adoption, such as credit requirements and contract complexity, and on how these energy trading arrangements can enhance industrial competitiveness and accelerate decarbonisation. 

The closing date for responses is 6 March 2026 and provides an opportunity to influence future policy in this area. 

We will be following developments closely. It will be interesting to see whether this results in an update to the electricity licensing exemptions regime (Class Exemptions) which was consulted on back in 2020 and led to publication of a summary of responses published in summer 2023.
